Partitioning hard drive

Various articles say that the outside of the hard drive platter is faster; therefore, you should put your OS, cache and applications in a small partition at the front. But big hard drives have multiple platters, so aren’t there multiple spots on the hard drive that deliver equivalently fast performance? If I can figure out where those other spots begin, I can partition my drive at those spots for additional OS installations.
