RuntimeTypeHandle

One of the bottlenecks to implementing dynamically typed languages on the .NET runtime was the very slow type checking operation. Dynamically typed languages must check the types of objects zillions of times. In .NETv1 the operation took many milliseconds, but in .NETv2 a new RuntimeTypeHandle struct can perform the operation ~70X faster. I should check the performance of tailcall and allocation, the remaining two bottlenecks in my earlier experiments. If they are fast then it may be worth reconsidering .NET for dynamic languages.
